Guidelines in acquiring new computer system:

While Nicholas G. Carr defines his rules for IT management in spending less, follow don̢۪t lead, and focus and vulnerabilities, not opportunities, were a great help for all IT managers in evaluating their need for a new computer system. I gathered here some additional planning guidelines that can help IT Managers in evaluating the need of acquiring a new computer system.


Purpose/Goals
Define the specific purposes/goals of the proposed computer system. Goals usually are the outputs from the system, and goals are the specific accomplishments that must be accomplished in total, or in some combination, in order to achieve overall result from the proposed computer system.


Objectives
Set objectives define major problem/s it will deal with in the organization. Objectives are specific accomplishments that must be accomplished in total, or in some combination, to achieve the goals in the plan. Objectives are usually the target along the way when implementing the strategies.


Strategies or Activities
The Proposed Solution to the Problem should be well defined as well as the detailed technical specifications that will meet the requirements of the said objectives. Inclusion of reference to hardware, software, networking, training, maintenance and ongoing internal/external support must be specified. SWOT analysis should be conducted. Project timeline must be established, particularly the funding, purchase, implementation, testing of the system and for evaluating the project, usually these methods or processes are required in total, or in some combination, to achieve the goals in reference to the systems, so that the strategies are processed in the system.


Tasks
Usually in all organizations, people are assigned in various tasks required to implement the plan and key personnel were involved in defining and solving the problem. Thereby, scope of the plan must be specified, as well as tasks and activities must be well delegated.


Resources
Resources include the people (skills, knowledge), materials (equipment, supplies), technologies (expertise, information), money (budgets), etc., required to implement the strategies or processes. Group effort should be considered, either for cost savings and/or for the good of the company/organization. Fund should be well planned in association with certain similar projects (benchmarking) to easily assess the success of the project. Likewise, existing resources that can be put to use, should be input to the proposed computer system.
